Probably not just because of all the other stuff that's mixed in it. We use the plain Jane cuttlefish bones from the bird section of the pet store.
Most tortoises don't eat worms, etc. all that stuff that those blocks contain. If you're thinking of the calcium, then take tortdad's suggestion.
