Tortoise prolapse information

Hello I have seen the organs coming out of my male star tortoise who is one year old. It usually comes out when it excretes. Otherwise it does not. I just want to know that if the organ comes out ( and stays out for 40 second ) and goes in again without trouble, is it called a prolapse.But uptil now I havebeen keeping an eye on it and making sure it is moist. Is it just out because since it has problems excreting. I heard about reducing the swelling of the organ by soaking it in sugar and water. But the organ of my tortoise goes in very quick , and by the time I am ready with the water it goes back in. Is this common in all tortoises or is there a specific problem which is leading to it. Will it lead to a even more severe problem? Where I live there are not any vets which i can visit. I will take all it needs to save my tortoise from this problem, so all the people who have encountered this incident or even know about it please reply and give me more advice.
