Hello and welcome to TFO. :)

Whereabouts in the world are you and what's the climate like? How much space do you have? Do you have outdoor space?

Even the smallest torts need a minimum of 4'x8' (1.5 x2.2metres) floor area.

I suggest you start by reading our Beginner Mistakes thread
http://www.tortoiseforum.org/threads/beginner-mistakes.45180/

Once we know more about where you live and the climate we will be better placed to suggest a species :)

Hello and Welcome. As soon as we know more, we can help you more. Aquariums/tank are too small for tortoises.

Russian Tortoises stay smaller than most, so that might be good for keeping indoors.

I would also suggest you check craigslist or the adoptions link on this site.
