I think perlite may be an issue but hopefully someone on here knows for sure. If ingested though I'm fairly certain it's bad and therefore should be avoided.

If it were me, I wouldn't use it for a dirt patch in the enclosure BUT I would be ok with using it for growing grass patches or sowing seed mixes in the enclosure. Just section the area off until the grass/weeds have grown in and are established.

Looks like something that is great for growing plants, but not for growing torts. Perlite is used as insulation and to retain moisture and give out minerals when it's used in potting soil. Not god for torts to eat.
