It sounds like fungus.
Too wet for too long?
Change it. All of it.

Hi Melanie, and welcome to the Forum!

I think you're keeping it too wet. Depending upon the species of tortoise in the 'tank,' it should just be moist underneath, and dry on top. You can stir it all up with your hand then pat it down to make it easier to walk on. Also, when I read 'tank' I got a picture in my mind of a container that's too small for the tortoise. So it will help a lot if we can see the enclosure and its inhabitant.
