It's really hard to tell since the tail isn't out. It's looking kind of female. Can you get a picture with the tail out?

The one at the left appears to be a female, and the one at the right appears to be a male (as of now). This appearance could change as they get larger however, as Radiated Tortoises are very hard to sex visually.

Based on how far back rear of plastron is left appears boy and right appears girl. I say appears as they are so small and young with no or little tail difference. Right tortoise has more space between upper and lower shell for egg laying leading to personal guess.
