Is there a way for the tortoise recover the damages?

No. Once there's a chip, crack or bad spot, it's there for good. If it's bad enough that bone shows through, then new keratin grows in under the dead bone and eventually that white bone will flake off showing new shell underneath. But this takes a very, very long time.
