Outdoor Enclosure For Russian Tortoise Using Kiddie Pool

I have a 2 year old RT named Franklin, and I want him to have a space outside where he can go for a few hours a day and have more room than he does in his inside enclosure. I live in Phoenix, AZ so it can get pretty hot here but I think for a few hours a day he should be fine. I have two questions: 1) What kind of soil can I use-any potting soil?
2) I would like to plant a few plants for him in the enclosure, what are the best tortoise friendly plants/flowers?

Well I live in Phx. AZ. Also so I would drill some wholes in the base in case it rains , cover 1/3 for shade ,and I would use soil, cause most potting soils have little white stones in it and / or fertilizer in it that your tort will eat ! A clump of aloe would be a great plant it shades and if your tort eats it it's ok also !

Thank you so much! Since you live in Phx too, can you tell me how long is ok for him to be outside during these hot months?
