Need critisism on my tortoise's shell

I have had a russian tortoise named Rex for about 2 years now and he has recently developed a thick yellow line around his shell and around some scutes, will you please tell me if this is normal and if his shell is healthy, thanks.

That is new growth . Its normal . Much sure he is getting soaked . It will help the shell and make sure he is hydrated.
