Male or Female?

So I have a somewhat young Sulcata named Lulu. I'm pretty sure that she is in fact a she, but I was hoping for a second opinion.

Btw, the underside of her shell is flat.

Hmmmm.... the tail looks like a she... but then the anal scutes form a V instead of a U... which would suggest she's a he. Can't tell for sure, maybe too young? Sorry!

Looking kind of female, but its still way too soon to tell. You can usually tell by the time they are 14-15".
