I'm not in michigan or any northern states. But I do have to say, I take quite a few in from Michigan, Wisconsin, Iowa, Nebraska, Kansas etc.. Because they got too big for the owner and don't posses the room they need as an adult in the winter time.

I know a few northern state people that have leopards, sulcatas, and Aldabras. They have very large heated sheds or barns for them, as keeping them inside the house isn't beneficial for the owner or the tortoise.

I would appreciate it if you could get me in contact with anyone close to MI that is able to take care of large tortoises.
