That is where the old top layer of the scute is starting to lift as your turtle will be shedding soon. Most aquatic turtles, like yours, will shed the top layer of keratin on their shells as they grow. Tortoises do not do that.

Don't worry, your tort looks healthy, and that's shedding and is normal as @Mark84 put it.

Please read the "Beginners Mistakes" Thread and the care sheets available. Asks any question whenever in doubt. ;)

Any pics of your tort's enclosure?
