It is, I find they seem to like it less than one of the narrow leaf types. I got a small plant of purple and it has naturalized in my yard, but the local rabbit population is very good at keeping it trimmed to the ground. I'm making raised planters for it.

that is broadleaf plantain. i find my tort eats both broadleaf and the buckhorn or narrowleaf plantain equally.

It sure looks like it, not sure why those leaves are all curly like that, sprayed with something or maybe virus of some sort???... just be sure you source your weeds from places where NO CHEMICALS are being used, also careful with places where people walk their dogs who maybe on heartworm meds. I live in suburbs and the above concerns are the reason I have been raising my 2 babies on store bought greens and do NOT pick up dandelions or anything else for my torts on my walks around golf course. I just don't take any chances. At least you know plantain does grow in your area and can look for another spot where it grows free of whatever causes that leaf curling... it's a wonderful weed to have I wish we had it here another thought, maybe... there is a curly variety of plantain that I just haven't seen before?..

There are purple plantain, water plantain, about 200 types. Those crinkly leaves are a normal type. That is not meant to ignore a concern for some sort of herbicide application. But there are crinkly leaf types. The google image links I posted show many.
