Is my tortoise shell supposed to curve

No, however, it doesn't look like it inhibits his tail from coming out to poop, so it's probably ok.

Tell us a bit about your husbandry. Most shell problems occur due to incorrect husbandry. Maybe show us a picture of the habitat.

Does he have access to water?
What kind of light do you use?
What are the temperatures all over the floor of the viv?
Does the tortoise get UVB?
Are there any plants in the viv?

Just anything you can think of that will help us to help you.

He always has water, he eats vegetables, dandelion leaves, he has a heat and UVB light at the top of the viv, one at either side, he goes out in the sun the odd occasion that it's not raining, temperature is 19, his basking area is currently 32

Another thing to do is read the care sheet and see if what you're doing is very different or can be improved.
