I don't know about 'healthy', but it's perfectly normal.

All animals shed skin. Snakes to it tidily all in one go. Humans do it in tiny bits that become house dust. Tortoises do it in patches and look downright tatty at times.

It is completely normal and needs no moisturiser or treatment. It rubs off as your tort goes about its business :)

What substrate do you have? It looks like it might be dry pellets.
