How to make tortoise active

What species is he? How big is he? Post a picture of his enclosure and tell us about temperature inside it, what type of lightning do you use?
We need more details to help. Tortoises that are too cold are inactive, but without more information, we can't help much.

It`s a pitty how much threads are running into emptyness. Like this one too.

I fear that a lot of tortoises must die because of this.
