Do you know for sure she was stolen? Or could she have escaped somehow?
Try putting the word out there that your tort is missing and youre looking for her. Ads, internet posts, word of mouth, flyers, etc. are all great ways

She was definitely stolen and we have put the word out. We put ads in the newspaper and every lamppost. And we rang every vets or animal sanctuaries. The door had been broken so I doubt a tortoise could do that. Thank you for your advise

well you've done what you can, though if someone stole her, she most likely wont be turned in.
You can just focus on your male hermanns or you can probably adopt of purchase another female, but you would have to quarantine her for monthsd before you would be able to breed them. I would give it a full year though, just so the new tortoise is adjusted and to make sure she is as healthy as ever.
