Could anyone help with their opinion on whether my tort is a male or female?

His paper says s/he was born October

It looks like a female to me but then again tortoises tend to look female till they reach maturity. How old is this pupper? he/she looks very young.

The papers I got with my tort say hatched in October and I got him/her end of February. So I've had him/her 6months but 10 months old.
