Hi
Where are you from?
On the pic you pasted I can't see the injury, add another or point on the problem site. Is he active? Was the affected area bleeding now? Is the shell punctured? Where do you keep him?
Show us his enclosure. Any Vet can help with the first aid. You don't need a specialist. Are you sure there aren't any?? He will probably need some pain meds and antibiotics.
Clean the wound with lurk warm water (not too cold and not too hot to cause him more pain), If you have any put a dab of antibiotic cream on it, use tape and bandage to cover the area like you would do for a "human" injury.
Put him in a smaller tank without any substrate that could get into the wound. Keep him warm and the affected area clean. That's enough for starters, I think.

Photos will be very helpful. Though the injury you've described seems to be beyond most of us. We DO have members thar have dealt with serious injuries.

I really can't see any really serious damage. Until better pics can be posted.
Keep the area clean, and put some antibiotic cream on the area. keep him inside the house on paper towels and keep him in temps of 85 with a basking spot still available.
Maybe @Yvonne G can guide you further.

Looks like some toes missing right foreleg and trauma to the right rear plastron.
Lesson learned, do not leave youngsters outside unattended unless they are in a rodent proof enclosure. Best option is to clean the wounds w/ Dakin's Solution (look it up)
AND PUT YOUR LOCATION UNDER YOUR AVATAR SO HELP CAN PROVIDED BASED ON WHERE YOU LIVE! I am getting fed up with help help help my tortoise this and my tortoise that and you can not spend an extra 12 seconds to post your location. This is not guess where I live? If new members will not post their location, I am done offering advice. Sick of this nonsense. I appreciate some of the trust some members have given by asking for me to look at the post. Do not @deadheadvet me if the poster refuses to put their location. Those who think this is too harsh, tough #@&%.

Hey, sorry for calling you ! I don`t noticed that the new member did not post his or her location. I do not know that this is important for you.

What is important is to offer suggestions based on where they live. I am not going to tell them to get this or that if it is not available based on where they live. If they do not put their location, recommendations are in the dark. I have been requesting that it be mandatory to post location. From now on, if they do not list their location, do not copy me for advice.
