He needs to be in water with an area to get out of the water and bask in the sun or under a UVB light.

It's a Red Eared Slider, Trachemys script elegans.

You may want to call a contractor that creates ponds. They may be able to help you get it to a good home where they installed one. Also, your local Animal Care may be able to get it to a rescue for placement.

It may have escaped from a backyard pond around where it was found. Have you checked craigslist lost and found?
