I've had a Zoo Med tortoise house enclosure for quite a while now, and I've recently been informed that it's not a good enclosure. What terrariums are good to buy? They all seem to be pretty expensive, is there any sellers that have lower prices? Also, how big should it be?

You could use something like this. Depending on the size of your tortoise. 
I built my own. Very simple, just have some plywood (and something to cut it with) screws or nails, and I sprayed mine with water proof sealant (safe, of course.) Not very pretty, but I'm working on build something a little more permanent that's a bit better looking
