Hello, Tabitha, and a very warm welcome to Tortoise Forum.:)
What type of turtle / tortoise is he ?
Can we see a picture of your enclosure and set up, please ?
How old is he and what type of lights do you use ?
Temperatures, humidity, diet ?
The more information you can provide the easier it will be for someone to help you.

Hi Tabitha, and welcome to the Forum!

You're sort of tying our hands here. There are many different species of turtle and tortoise, and they each have different or slightly different care requirements. For example, the Redfooted, Manouria and other rain forest species usually do have watery eyes. And if you see watery eyes on a Sulcata it generally means he's too hot and he's trying to cool his face.

So, in order to give you good advice, we'll need to know a few more things - type of turtle/tortoise, how you have him set up (indoors or outside), etc.
