Can they Climb up a rough vertical block?

Would my one year and 4 months old redfoots be able to climb straight up a vertical concrete block for any distance? Their outdoor pen wall is made of 2 rows of concrete blocks forming an enclosure against a wall and fence.

I have seen photos of a Russian tortoise climbing vertically. Not a Redfoot. But a perimeter lip is always a good idea. You could stack the second row of bricks slightly overlapping inward, creating a perimeter lip for you.

Thank you! I am in the process of making a more secure, lockable mesh wire top over the whole enclosure, so in the meantime I will do what you suggested just to be sure.
