Bugs in substrate

So as I was looking for my tortoise under the substrate, I noticed that I saw very tiny little bugs everywhere. There were so many it's ridiculous. I use eco earth as the bottom substrate and cypress mulch on the top. I know it's coming from the mulch because I just looked at the bag and saw them in there. Are these harmful??? I would take a picture but they're so small you wouldn't be able to see them :(

They are white and they jump. Do you know what they feed on?

Yup sounds like springtails. They feed on decomposing material. Not harmful to tortoises at all. I hate seeing them too especially in large numbers but they don't hurt anyone.
