Yes. Baby tortoises are prey, consequently, they stay hidden most of the time.

Basking side is 96, cool side is around 82. I'm new to tortoises but I had reptiles before and I'm just not sure what normal behavior is.

The temps sound good, I would raise the basking to 100 though. With these temps, you need to get a humidity to 80% you can do this by making the enclosure a closed enclosure and pour some warm water into the substrate and stir it up
