I am looking at getting red foot tortoises and the cage manufacturer offers a flexxwatt option. I know redfoots tend to prefer lower light levels and not having to use a second bulb for basking in addition to a T5ho would help to that end. It will also prevent from having to have a night time bulb as I can set a night drop on the thermostat.

I would not heat an indoor tortoise enclosure from the bottom. I use radiant heat panels or CHEs for this purpose.

the majority of the blood vessels in the tortoise's body that help heat it from a heat source are in the top shell bottom heat is less than ideal I would try to go for top heat. and it's true a red fooot is not very big baskers but my red foot does enjoy a nice morning bask.
