Are these eyes dehydrated?

She looks tired in this pic. If you think a tortoise might be dehydrated, you should soak them in water the same temperature, or maybe a little warmer, than they are when in their enclosure. Use an IR temp gun to determine the temps.

We can't tell that by looking at a single pic. We could make a better guess if you told us about your housing and care routine. 4 temps, soaking routine, humidity levels, substrate, enclosure size and type, heating and lighting equipment, etc…

Are you using a coil type or cfl UV bulb?

The eyes certainly do look sunken in a bit, and not open all the way. It could either be dehydration, allergy, or bad lighting.
