Advice Please (Inactive tort)

Hi,
I hope you all can help. I have it new russian tortoise his name is D'artanian had him for a week now I have never owned one before. I took him to the vet had a clean bill a health. The last 3 days every time I put him in his tank he sleeps in the spot I put him and doesn't move when I try to wake him he has a hard time opening his eyes it looks like a white film. When I take him out to let him move around even outside he is more active and his eyes are clear and open. I read it could be dehydration and I have soaked him everyday for about 15 to 20 mins. Should I take him back to the vet or what?

Hopefully we'll be able to discover the issue with a few questions:
How long have you had the tortoise?
Where did you get him?
Where are you?
What is the basking temperature under the lamp?
What is the approximate over night low in your house?
What size enclosure?
Can we see a pic of the whole enclosure?

How long have you had the tortoise? In my post I said I had him for a week
Where did you get him? Reptile Room in Hayward, CA
Where are you? Bay Area
What is the basking temperature under the lamp? 95 degrees
What is the approximate over night low in your house? 70 degrees
What size enclosure? 40g

Hopefully, people realize at this point the bulb was the wrong conclusion.

A week isnt very long for a tortoise to adjust. Maybe hes more active outside his enclosure because hes looking for a safe place to hide?
I cant see your pictures for some reason, but what substrate do you use? And do you spray the substrate ?
Maybe its something in the substrate (bacteria?) thats bothering his eyes.
When you went to the vet, did he/she take a fecal sample?

No, its cypress mulch but I think it my be too dry in there it might be a humidity problem. I just ordered a humidity thermometer off of Amazon. I sprayed it yesterday and poured water in the substrate. I also covered half of the top with foil. His enclosure does have a glass bottom will that be a problem?
