The easist thing for a tortoise table if you don't have the tools, time, and/or skill is goto some thrift store and buy a large size bookshelf and grab a hammer and bang all the shelves out and lay it on the back. If the bookshelf isn't big enough then just connect 2 or however more you need...

that's all fine infact what i use in my backyard is a combo of native soil, play sand, coco, cypress mulch, and topsoil(make sure all have no weird chemicals). The cypress and coco will help retain some moisture while the other 3 are there to fill in the gaps. Hope that helps :) .
