My favorite substrate is orchid bark. You can buy it at plant nurseries. Quite a few folks here on the Forum use coco coir. That comes in a compressed brick that you have to re-hydrate, and can be found at pet stores.

Read the Hermanni care sheet at the top of the hermanni section. It was written by one of our members who has a very good knowledge of the Hermanni tortoises, hermannichris.

That doesn't look like anything I'd use for a tortoise. With my orchid bark, I pour a pitcher full of water over the substrate then mix it all up with my hand.

Pour water into it and mix it around with your hands until it is a little damp. But you don't want to soggy.

What you have looks too much like sand or walnut shells to me. If it were me, I'd toss the whole batch and start over with orchid bark, cypress mulch or coco coir.

You might have to do it a couple times a week. And it also dries out more right under the heat lamp. After you add the water and mix it around patted down with your hand so they have a more stable surface to walk on. You don't have to flatten it out really hard just so it's not fluffy.
