This is the type of "tortoise" I want to get. I dont know if it a tortoise though because it lives on water. Will it be suitable for my living situation?

Those are pond turtles. Most English speaking countries, although not all, use the word 'tortoise' to refer to species within the Testudinidae family only. Testudinidae are all land-dwelling members of the order Testudines ('turtles'). Your little cuties would not be called tortoises by most of us, since they are members of the Emydidae family - also known as the 'pond turtle' family (a mix of aquatic and terrestrial turtles).

I am not sure if it is suitable for your living situation ,do you have a different kind of tortoise like ones that live on land?

Moving back & forth between living places might make care difficult. When I was young I kept some painted turtles in a large fish tank. 100 gal.
The set up was not cheap to begin with , they need clean water and they are messy.
I had a filter , recirculating pump and it was 1/2 land with flat rocks & vegetation and 1/2 water they could swim in. Lots of fun and interest.

They are omnivores so needed turtle pellets , worms, crickets and feeder goldfish / minnows. I learned allot about aquarium and habitats maintenance with them.

I had a full spectrum light in the hood so they could bask in it.

Even with all that , it would start stinking in 3 days if I didn't clean the water. In my opinion , tortoises are cleaner and easier to care properly for than water turtles. Especially indoors.

Moving a turtle or tortoise with you between places would stress out a tortoise. So if he stayed in one place would a parent feed / water / clean his habitat ?

These are questions you would need to discuss with your parents.

My experience with turtles and tortoises has been that setting up the proper environment takes work and often more money than the initial purchase. And water turtles are more work than tortoises.

Something to think about :)
