Since you live in Florida, the land of good weather, you can make a permanent outdoor enclosure any time now. Just make sure the tortoise will be safe from predators. 2" is still small enough a bird can carry him off, so you'll need a wire cover over the habitat
Also, at two inches, that little guy can and will squeeze into and out of very tight places...And climb like a little monkey.
When my tortoise was a baby, he escaped from my "escape proof" enclosed pen...TWICE!
Once he was a fugitive for two days. (I caught him trying to get back in.)
Yes, make sure nothing can eat him, including FIRE ANTS. (Don't leave anything sweet with him for very long.)
Make sure that he wont be in direct sunlight all of the time. Provide a shady area.
