If it did run away it will definitely die from the cold in Austin and if stolen well it's more likely to be sold for profit or kept.

My sister in law (in Austin) said her friend found a giant tortoise walking in the middle of a busy street. She didn't know what type of tortoise it was but it sounded like a sulcata. The lady then drove the sulcata to the turtle pond / creek near central market and let him go.... Don't know if it will still be there, but the time line is about right. The Central Market in Austin that has a large patio and children' play area and it is in a strip mall. I don't know the lady's name but i can find out more details, but it might be a place to look.

Actually sulcatas can adapt quite well. We took in one that was wild in austin for 3 years. The owners thought it was a native Texas tortoise. They moved from Alaska and had no idea. Well after 3 years of seeing it on there 1500 acres they took it in and kept it. I was amazed, because your correct, Austin can get cold during the winter indeed.
