Tortoise beak to long

A friend of mines russian tortoises beak grew a little out of hand where a slate won't really trim it any advice on trimming it that won't involve a vet trip

Take toe/finger nail clippers and cut a little at a time. You can also try filing it.

How can you do that with their shell though?

Tip them forward so they feel like falling they will poke out their head and then trim the beak

As said, but then when I had to do it to a leopard rescue, I stuck a popcycle stick between the beak and body so he couldn't pull his head back in. I then trimmed what was hanging past the stick

You have to sneak up on him and grab his head behind the jaws when he's not expecting it. They're very strong, you you have to be quick and hold firmly.
