Hi, guys my name is Ashley and I own a Russian tortoise named Thor. I just got him on Christmas day. I have a few questions and concerns but first I just wanted to introduce my self and get to know everbody because I have a feeling that I'm going to be using this forum for a very long time.

He's a good looking Russian.
may I ask what substrate you are using and what type of bulb ?
A digital thermometer at substrate level is more accurate and reliable than those wall mounted things.

Hi Ashley and welcome.
You will also need a bulb that gives your tort UVB which he needs to help digestion and to absorb the minerals etc that will keep him healthy and make his bones and shell strong.
Mercury Vapour Bulbs (MVB) are popular and easy to use - they give heat, light and uvb in one bulb .
Don't use coiled or long thin loop cfl types though as these have been known to damage torts eyes so they are too risky and many of us wouldn't gamble with our babies eyes.
